    Setting:
Peter comes from the Dreamworld, which is another realm that works in symbiosis with the planet Earth. It's a place that is governed by two fundamental rules, the first being that all stories are true and the second being that everything has a price. Time and space have a tendency to work differently over there, it's not quite bound by the same rules as Earth is and that leads to an interesting flux between story bubbles. Humans can get to this place one of two ways – either through extremely lucid dreaming or through physical translation of their actual bodies from Earth to the dreaming realms.
Now all stories are true in the dreamworld, however many of them exist in their own self-contained bubbles of dreamspace. It's not the easiest thing in the world to travel from Middle Earth to Oz if you do not already know where the paths and doors are hidden.
Outside of these story bubbles, there's a terrible lot of what academics might refer to as unconstructed dream potential. A host of blank slates that are just waiting to be formed or reformed if you've got the power to change them. That kind of power is the most valuable and sought after commodity in the dreaming realm. The power to change things and change them permanently is something that is tightly linked to the human capacity for endless creativity. The dreaming realms used to be governed by a race of beings who were the muses of creative spirits, however they had not been heard from in several long spans of time. Then the new Powers That Be arrived from Earth – they used to be known as the Tuatha De Danaan and the Formorians and much like it was on Earth, they are still fighting one another here in the dreaming realms. The Fomorians favor chaos and revere the wild nature above everything else. The Tuatha are much more civilized in a sense – they appreciated the capacity that humans had for creativity, for song, for valor and honor.
It took them a little while to acclimate themselves to the rules and constraints of this realm but once they were able to sort themselves out, they started up the ages old conflict once more – at first it was simply a fight over who could influence the dreaming humans more. Then once the Hands were created and it started to be possible for humans to become physically translated over to the dreaming realms in more than just their minds, it started to escalate more and more. A lot of their power comes from the boost they get from the belief of humans on earth as well as the boost from the actively dreaming humans. Power tends to shift as the dreams do and both sides started to wonder just how far they could push the boundaries when it came to influencing the dreamers back on Earth. This was when the Tuatha and Fomorians started experimenting with the ideas of bringing humans over to this side of the dreaming realm. It was thought that bringing a dreamer into the dreaming realms would increase the power yield and do it in such a way where it could be more easily controlled and with that kind of yield and that kind of control, possibly they would be able to find the answers to some of the issues that beset the Tuatha and Fomor. However it was only a specific type of human they were after, the kind that had the most lucid of dreams. The kind that would be able to solve the problems that the Tuatha and Fomor were having.
The experiments took a long time but they eventually succeeded. In the process, the Hands were created, to aid in the process of selection and capture. It was found that the more willing the subjects were, the easier it was to attempt the crossing. Once they were able to successfully bring dreamers across, they found ways of leashing them to their master so that such powers could be contained.
There are three specific to the dreamworld types of powers – the wielders of this power are always either demi-gods from the tuatha or formorian bloodlines or pureblood human. The wielders of this power are uniformly called Keepers – there are three levels of Keeper. They are Keeper-Guardians who are in charge of the various libraries and repositories of tomes and books inside of the dreaming. Then there are the Keepers of Chronicles who travel often and are skilled at the art of reading people into stories and back out of them – it’s seen as a form of vacation for some, a necessary evil for others. They are often referred to as Bards by some of the Tuatha. They will travel with the dreaming realm’s version of abridged books and peddle their talents wherever they can or wherever they are allowed to. The highest form of these Keepers is the Keeper-Creator who can alter the dreamstuff with a word and has the force of will to bind it down in words. Once that’s been done, the alterations will last even beyond the Keeper-Creator’s death.
As for other creatures and beasties, pretty much if it has ever existed or thought to have existed on Earth, you can find it somewhere in the dreaming realms.

    History:
No one is quite really certain where exactly Peter Pan came from. Some state that he was always there, flitting around and stealing children. That the human author Barrie merely gave another name and facet to this figure. Some equate him and the old tales of those child-stealers who seduced children from their beds, switching human children for changelings, others will claim he is older yet. There has been talk about him being a scion of one of the Powers from old, however there is no real evidence and Pan isn’t talking, because for Peter Pan, his life began when he happened upon Wendy Moira Angela Darling.
It is hard to talk about Peter Pan without also mentioning the Darlings in the next breath, so close have their stories become. The story of how Peter Pan took the Darlings to Neverland is quite commonly known. What is less commonly known is why he let them go back to London - see before the Darlings and before Barrie, the figure known as Pan was a Hand. Hands are specifically created to serve as the amanuensis for whatever entity called them into being. They are half beings in the truest sense, part of them is dreaming material and part of them is taken from the starstuff that makes up the earthbound humans. This is to facilitate travel between the realms since unless you are a being of great power or one of these hands, travelling back and forth can damage you. Humans can crossover only three times before they must choose which side to stay on, pushing this limit risks madness, death, or worse. By making the Hands part of both realms neatly circumvents this limitation, the tradeoff is a necessity to keep going back and forth because to remain too long on one side or the other is to risk exposure or that one side of their heritage will become stronger than the other one and thus trap them on one side indefinitely.
Pan was one of the most successful Hands, trusted with the task of retrieving certain things for his Masters. So successful that he was given his own domain inside of the dreaming realm, a land called NeverNeverLand. For the ones that his Master rejected, he kept there and trained them in all the ways of navigating the Never Never. Between their training and doing his Master’s biddings on Earth, his was a mostly complete life.
And then one night on Earth, two things happened. He flew past the home of one Mr. JM Barrie with one of his latest projects and it gave the man the idea of what would eventually become the book Peter and Wendy. That same night Peter flew past a house that would normally have not caught his interest except that as he flew past, he heard a child cry out and there was something there in that cry that called to him. He didn’t stop then, but it was always on his mind. It was another seven years until he was able to find that which had called to him. And it was found in the person of Wendy Darling. He couldn’t stop himself from bringing them to Neverland and showing them all the delights of his home, his domain, show Wendy and her brothers everything that he could do for them.
Then Hook visited him and told him of a message that he had been tasked to give to Pan – that the Powers That Be wanted the Darlings and Pan needed to surrender them over to them. Peter refused. He and a group of his Lost Boys took care of the POWERS THAT BE agent of the time, which was Hook, and sailed the ship back to London because that was where the Lost Boys who were still more human than Lost Boy would be safest. John and Michael were also going to be staying there in London, so that Mrs. Darling didn’t lose her boys. Wendy was supposed to come back with him, but she stayed behind to help the transition and Peter was supposed to come back for her in the spring.
Except she wasn’t there when he came back. None of them were. It took him a while to track them back down but eventually he ran across them again on the dreaming side of the realm. Pan was still an agent of the POWERS THAT BE at the time that he’d found them. He had been delayed in his return to claim his Wendy because The Powers That Be had not been pleased with his defiance and had imprisoned him for a time. Releasing him only so that they didn’t risk losing their best Hand. After he got out, he promptly fulfilled his next mission and then went to search out Wendy and her brothers.
The three Darlings had all grown up and travelled to the Dreaming realms in search of Peter and Neverland. What’d they’d found was a whole host of people badly in need of help escaping from their masters. Which is how Peter wound up helping Wendy in her crusade to create a safe space for whoever needed one and in doing so, pitting herself in direct conflict with the Powers That Be who had had free and unrestricted control of most of the dreaming realm. So started the war.
Pan took a stand and cut ties with all his Masters, swearing himself loyal to Wendy and Wendy alone. There was nothing she could ask him that he would not do for her. Because his ties with his Masters were cut, he was no longer trapped in the child form that had been imposed on him. He chose to step into a body that was older and closer to what he thought Wendy wanted. Unfortunately it was a war they were doomed to lose, right up until he went back to his former Masters and tried his best to convince them that this might be a good thing to have happen. They told him they would consider it as long as he brought them a good faith offering. They wanted his shadow, but Wendy still had it. So he’d gone back to get it from her, which was right around when the Darling boys had grabbed him and asked him for help with this one last push against the enemy forces. He couldn’t be exposed as a possible traitor or spy so he went.
The Boundary went up, the forces were pushed back, and Wendy was lost to him. He has never forgiven anyone involved with that. Her brothers were blameless since they had been kept out of the loop, but her “sisters” all knew what was about to happen and none of them warned him. There was another way to accomplish what they wanted. He refused to believe that she was actually dead. So after a short period of time, he left the Boundary and went searching through the dreaming realms and stories looking for his Wendy. Which was when he met Sinclair who convinced him that if he partnered with Sinclair, there was a way that Peter could get his Wendy back. It would mean pain and sacrifice but Peter would pay any price to get his Wendy back.
And that’s right about where I’m taking him. From right after he’s signed the deal with Sinclair.

    Personality:
Peter's drive is both easy and hard to explain - he was created to in a very literal sense be whatever his Master needed him to be, right up until he came across one of Earth's dreamers who Named him and with the act of setting that story down on paper, cemented his form as that of Peter Pan, the boy who never grew up. And that worked well with what his Masters had needed him for, someone who could go across to the other realm and steal dreamers over to the other side. Children were his speciality and unlike others of his kind, his always came willingly. He is exceptionally charming and charismatic when he needs to be and he knows how to work a crowd. He serves his Masters because up until he was Named, he had no choice, nothing that he felt or did was contrary to what They willed. After he was Named, he gained a degree of autonomy, but They can still compel him if it comes down to that - however to compel a Named Hand requires much more concentration and will that it would be to arrange things so that the wayward Hand comes back to them willingly. The most recognizable traits Peter claims are his charisma and ageless face. His enemies will tell you that he also has a ruthless streak a mile wide.
He is absolutely terribly loyal to one person and one person only, and that would be Wendy Moira Angela Darling - there is nothing that he would not do if she asked him or if he thought it would benefit her. That has carried over since her apparent demise - Peter doesn't believe she's actually dead and has sworn the bitterest of blood feuds against the people who have taken her from him. He still searches through the dreaming realms for any sign of her. He’s very honest and upfront about how he’s looking for her and needs her.
He protects Wendy's brothers to an extent, they are some of the last readily accessible parts of her and he hopes that at some point she’ll return to them and he’ll be able to steal her away and they can go off on the Jolly Roger and have adventures away from everyone else. Peter doesn’t really have any actual friends, he has people he uses and people he allows to use him on occasion. He’d happily kill Jane if he thought he could actually do it without someone stopping him. He had a hand in Alice’s disappearance, however, it was never proven or even suspected, which is why Wonderland doesn’t have a shoot on sight order out for him.
Apart from Wendy, the Darling brothers, and Jane, one of the most important relationships Peter has is with Captain James Hook - they hate each other and everyone around them knows it. Hook has settled for not actively trying to assassinate Pan, but he’s never forgiven him from dropping him into the Crocodile oubliette, stealing the Jolly Roger, and not ever giving it back. Pan, on the other hand will take any shot he can at assassinating the Captain.
The world is both a grand adventure and just another thing keeping him from his Wendy.
He sees his crimes as necessarily evils - he did what he had to do. He’s going to find Teleios a fascinating place at first. And then when he realizes he can’t leave, it’s going to mess with him a little.

Powers/Abilities: The ability to fly and telekinesis

    Appearance:

The most compelling thing about Peter is his eyes. He's moderately good-looking, average height and stronger and faster than he looks.
